Concerned about the large number of Dust Bowl refugees pouring into Los Angeles in 1934, the Los Angeles Police Department sent officers to the Arizona border. They set up checkpoints and questioned the migrants, asking them to show their identification and their money. This slowed down the entry as dozens of overloaded jalopies queued up on the side of Highway 66 for entry only to wait for hours on end. Many migrant families decided to turn back or tried to take back roads. Eventually these practices were found to be unconstitutional and were discontinued. Although Guthrie himself did not experience the checkpoints, he was aware of the story and created a clever cautionary tale for his fellow Dust Bowlers.
